MM Lee blames complacency for JI leader's escape

If fugitive leaves the country, Singapore must brace itself for a 'return hit'

By Peh Shing Huei

IN MANAMA (BAHRAIN) - THE escape of Mas Selamat Kastari is a 'very severe lesson in complacency' and it shows that Singapore is not infallible, said Minister Mentor Lee Kuan Yew on Friday.

However, if the former Jemaah Islamiah (JI) leader is still in Singapore, Mr Lee believed that he would not be able to launch an attack.

But if he has escaped to Indonesia, he would be able to link up with his old networks and Mr Lee warned Singapore that it must brace itself for a 'return hit sometime'.

Asked by Singapore reporters here for the impact of the escape on the country's international reputation, Mr Lee replied that it is 'not very good' for its security services.

'We should have known that here is a man who has had several escapes,' he said at his wrap-up media interview here after a week-long visit to three Gulf nations.

'But obviously, he is a very wily sort of person and must have won the confidence of whoever were his custodians.'

'So when he said he wanted to go to the toilet, they allowed him to go to the toilet. Whether the toilet had bars and there was no exit from the windows, that has to be explained.'

'I give him full marks for having won the confidence of his custodians - that he's completely docile, completely passive and he's going to remain in captivity.'

Mas Selamat, 47, who had previously planned to crash a plane into Changi Airport, escaped from Internal Security Department (ISD) custody at the Whitley Detention Centre on Feb 27.

He has been on the run since and his escape has sparked the biggest manhunt in Singapore history.

Mr Lee said that his escape showed that Singapore is not infalliable.

'It shows that it is a fallacy, it is stupid to believe we are infallible. We are not infallible. One mistake and we've got a big explosive in our midst. So let's not take this lightly,' he said.

'I think it's a very severe lesson of complacency that we are confident we have this man sized up.

Crossing the Causeway? Passports, please - and fingerprints

By Tracy Sua

ON Day 10 of the hunt for fugitive Mas Selamat Kastari, added security checks have been enforced at all checkpoints - which means showing your passport may no longer be enough.

As straitstimes.com found out, officers from the Immigration and Checkpoints Authority (ICA) at all land, air and sea exit and entry points have also started scanning travellers' fingerprints.

Whether this is only done randomly or enforced on all travellers is unclear.

Taxi drivers ferrying passengers to Johor, plus some bus and lorry drivers, told straitstimes.com that checkpoint authorities started doing this in the last two days.

Taxi driver Tan Ah Tee, 54, who has been ferrying passengers across Woodlands Checkpoints for the last three years, said it is the first time he has encountered such a procedure.

He told straitstimes.com that both his passengers and himself have had to provide a fresh fingerprint for each trip he makes out of Singapore.

When asked for comment, ICA said: "Security has been enhanced at all checkpoints. We are unable to give further details due to operational concerns."

"Further checks will be conducted on travellers, vehicles and baggage where necessary. This includes the scanning of fingerprints."

With the weekend approaching and the March school holidays starting on Saturday, ICA expects throngs of vehicles to start flocking to Woodlands and Tuas Checkpoints from Friday evening.

They have advised people to plan their trips around peak periods in the morning and evening to avoid the traffic crunch.

Those who have to make the trip during the busy periods are advised to practise lane discipline to ease congestion. Car pooling and taking the public transport are among other recommended ways to beat the jams.

JI leader's escape underscores importance of trust in community
By May Wong, Channel NewsAsia | Posted: 07 March 2008 1826 hrs

SINGAPORE: The recent escape of Jemaah Islamiyah leader, Mas Selamat Kastari, has underscored the importance of community bonding among Singaporeans.

That is why the grassroots cluster of the Community Engagement Programme (CEP) is working to strengthen mutual trust among residents.

This year, about 30 out of 84 constituencies in Singapore will be the first to receive the CEP Ready Certification.

The certification criteria include developing proper constituency emergency preparedness plans and having a group of influential community leaders who can be mobilised in a crisis.

The certificate recipients include constituencies and divisions like Paya Lebar, Clementi and Marine Parade.

Grassroots volunteers have been getting together to distribute flyers for the wanted fugitive, Mas Selamat. This is a sign of how Singapore rallies together as one, regardless of race or religion.

The programme is not just about being prepared for a natural disaster, but also for a deliberate act of attack aimed at causing mistrust among Singaporeans.

Lim Swee Say, Minister in the Prime Minister's Office and Minister-in-Charge of Grassroots Cluster CEP, said: "What's important is for us to make sure that people are coming together, regardless of their religious groups, regardless of their racial groups, and working together...

"Over time, we would know one another better, trust one another better, and accept one another better. I think this is the only way for us to ensure that we can be best prepared."

Singapore should not wait for a case like the JI leader's escape to build confidence among the people.

Halimah Yacob, MP for Jurong GRC, said: "For instance, when I attend residents' wakes, I make sure I bring other races as well, so in Chinese wakes, there'll be Malays and Indians. In that way, we break the barriers.

"If we're able to internalise the importance of developing trust and community spirit, we'll build a whole foundation of trust and confidence among our residents."

Madam Halimah added that she is planning to develop an email database of all her residents in Bukit Batok to allow easy and faster dissemination of information.

She said: "In the event that we need to be alert, apart from SMSing our core group, we can reach out to the residents."

Crisis simulation exercises have also proved to be effective.

Irene Ng, MP of Tampines GRC, said: "We inculcate a sense that we have a common stake in society, and while we may have different religious views and different faith, it doesn't mean we have to be divided. In fact, it means that we have to work even closer."

Aside from visits to places of worship, various constituencies have come up with different scenarios to learn how to manage communal tensions among their residents.

It is eventually hoped that some constituencies will be able to share their best practices with others.

Kata Encik Ahmad:

Man gives false information on Mas Selamat to get rewards

THE police have served a Court summons on a man who provided false information on escaped Jemaah Islamiah (JI) leader Mas Selamat Kastari.

The man, a 50-year-old bus driver, also made up false information to implicate an innocent party with whom he had had an unpleasant encounter with before, the police said in a press release on Saturday.

The man called the police on March 1 at about 8pm, saying that on Feb 27 he had seen a man resembling Mas Selamat board his bus and who later alighted at a bus stop along Lentor Avenue at about 8.30pm.

He added that the passenger had emerged from the Old Police Academy at Thomson Road before boarding his bus at about 7.30pm.

The police were immediately despatched to comb the Lentor Avenue area.

On the same day, at about 11.15pm, the man told the police that he saw Mas Selamat riding pillion on a motorcycle and provided the registration plate of the motorcycle.

He said Mas Selamat then alighted at a bus-stop along Thomson Road, near the Singapore Polo Club at about 8.15pm.

Upon investigation, the police found that the owner of the motorcycle had been involved in a road rage incident with the caller at about 10pm that day.

The man, had intentionally deceived the police 'in a bid to get the rewards being offered by various private organisations and individuals' for the arrest of Mas Selamat, the police said.

The man is due to appear in court on March 10 to answer to three counts of giving false information to a public servant.

Anyone convicted of providing false information to the authorities could face jail term of a year or a fine of up to $5,000, or both.

The police encourage the public to call 999 immediately if they see any suspicious person or activities, no matter how trivial the information may seem.

However, they warn that those who intentionally provide misleading information will be dealt with seriously as such deliberate disinformation distracts police resources and compromises on-going efforts to capture the fugitive.

Mas Selamat may be weak if still hiding out in the jungle: expert

By Teo Cheng Wee

An expert's view of the terrorist's state of mind and body is that without food and water in the jungle, the body will swiftly weaken and the person may even become delirious. -- ST PHOTO: CHEW SENG KIM

HIS spirit might be willing, but if Mas Selamat Kastari is still holed up in the jungle, his flesh may soon start to weaken.

This is the expert view of the terrorist's state of mind and body, 11 days into his escape from the Whitley Road Detention Centre on Feb 27.

Being constantly on the run is an energy-sapping ordeal, said Mr Ivan Pung, 31, who works as an adventure leader for local adventure company X-trekkers.

He was also a commando in the army for four years and had gone through one- and two-week-long jungle survival courses.

Ex-commandoes like him told The Sunday Times that finding food and water is key to jungle survival.

Without these basic resources, the body will swiftly weaken and the person may even become delirious.

Mr Pung recalled that as a commando, when he went for four days with only small meals of fruits and vegetables in the forests of Brunei, he would tire easily and feel sleepy.

'That is the body going into hibernation because it wants to conserve as much energy as possible,' he said.

It is fine if the person can set up a base somewhere near a water source and subsist for a few days. But if one needs to be constantly on the move to avoid detection, it becomes an exhausting ordeal.

Religious, grassroots leaders join hunt for JI fugitive Mas Selamat

By Julia Ng, Channel NewsAsia | Posted: 08 March 2008 1942 hrs

SINGAPORE : Religious leaders and grassroots leaders in Tampines have been roped in - in the hunt for fugitive Mas Selamat Kastari.

And as the Police continues to appeal for information on the Jemaah Islamiyah leader, it also warns that it will not tolerate those who intentionally provide false information.

They call themselves the H.O.T team - or Help Our Tampines team.

And now they want to get their community hot on the trail of JI fugitive Mas Selamat.

The team is made up of leaders from the churches and Muslim prayer groups, and community leaders from the Tampines constituency.

It was formed in October last year to respond to emergencies, to help monitor and calm the ground in times of crisis.

They also want to defuse any rumours or speculation that might divide the community.

Ms Iren Ng, MP for Tampines GRC, said: "We want to have a united front. Because we know that there's a search for Mas Selamat, and at the same time we hear some speculation that might divide the community ... here in Tampines Changkat there's a large proportion of Muslim residents and we want them to know that we are united. We have no suspicion or no speculation about whether Mas Selamat had help from any different religious group. As far as we are concerned, Mas Selamat is a terrorist, and is a common threat to our community."

While the community has been urged to report any information on Mas Selamat, the Police warn that it will not tolerate those who intentionally provide false information, as such actions distract resources and compromise on-going search efforts.

Police will charge a 50-year-old bus driver on Monday.

The man had allegedly given false information to get rewards offered by various parties for Mas Selamat's arrest.

On 1 March, the man allegedly told Police he saw someone resembling Mas Selamat boarding his bus along Thomson Road near the Old Police Academy and alighting at Lentor Avenue the day the JI detainee escaped.

Later the same night, he said he saw "Mas Selamat" riding pillion on a motorcycle, and getting off at a bus stop along Thomson Road near the Singapore Polo Club.

He gave Police the registration plate of the motorcycle.

Acting on the information, Police combed Lentor Avenue.

Checks were also made on the motorcycle owner, but these showed he had been involved in a road rage incident with the bike owner on February 27.

Still, if the public sees any suspicious person or activities, Police says they should call 999 immediately - no matter how trivial the information might seem.

All such information provided will be taken seriously.

And as long as the information is provided in good faith, there is no cause for concern. - CNA/de

PM Lee says JI fugitive Mas Selamat's escape a setback
By Asha Popatlal, Channel NewsAsia | Posted: 09 March 2008 1754 hrs

SINGAPORE : Prime Minister Lee Hsien Loong has said that the escape of Jemaah Islamiyah leader Mas Selamat Kastari is a setback and is something that should never have happened.

Making his first public comments on an issue that has gripped Singaporeans, Mr Lee on Sunday also called on the people to "close ranks and bounce back, chastened but stronger and more on guard".

With Mas Selamat still on the run after 12 days, it is not surprising the hunt for the missing fugitive remains the talk of the town.

In his first public comments on the issue, Mr Lee said the authorities are not absolutely sure yet what happened. But they will find out what went wrong and "fix it".

A Committee of Inquiry has been set up to look into how the escape occurred.

Mr Lee said, "As Minister Mentor said, we are not infallible. If we are not careful, we make mistakes. When we do, we better find out and put it right. I think that the security agencies are taking it very seriously - ISD certainly.

"I think the police and the Gurkha unit and the SAF forces, which are now (trying to) catch him, they are (carrying out) the operation with a lot of resources and close cooperation. I have been talking to the ministers responsible and I think we have a good chance of catching him, provided he is still in Singapore."

When asked if he believed that Mas Selamat is in Singapore, Mr Lee replied, "We have no reason to believe that he has left."

However, while security forces will learn and grow from this, Mr Lee said such a mistake must never be repeated.

Asked if it has affected the country's reputation, Mr Lee said, "It's not done (any) good for our reputation, but I don't think people believe that we are just like any other place where you can have television sets and other things in jail these days...we are different, this was a lapse. What to do, it has happened."

Meanwhile, Mr Lee said it was good to see how Singaporeans of all races had come together to distribute flyers to residents and maintain watch. And he called on the population to overcome this setback and close ranks. - CNA/ms

Mas Selamat: Govt still not sure how he got away

THERE is a good chance that escaped Jemaah Islamiah (JI) detainee Mas Selamat Kastari will be caught if he is still in Singapore, as the security agencies believe is the case.

That is Prime Minister Lee Hsien Loong's assessment.

It is not yet clear how Mas Selamat escaped, he added, but assured Singaporeans the Government would find out what went wrong and put things right.

'The escape is undoubtedly a setback and it should never have happened. As Minister Mentor said, it's the danger of complacency, of thinking that everything is all right.

'How did it happen? We're not absolutely sure yet. We've set up a Committee of Inquiry and it will find out what went wrong, and when we find out, we will put things right,' Mr Lee said yesterday.

These were his first comments on the matter since the escape of the former chief of the Singapore JI cell from Whitley Road Detention Centre on Feb 27.

Last Friday, Minister Mentor Lee Kuan Yew called the escape 'a very severe lesson in complacency'.

Yesterday, PM Lee also said that 'we're not infallible, if we are not careful we make mistakes'.

But with the various security agencies cooperating closely to apprehend Mas Selamat, he said: 'I think we have a good chance of catching him provided he's still in Singapore. We have no reason to think that he has left.'

Mr Lee did not believe the incident will cause people to think Singapore has gone soft on security.

'It's not done our reputation good but I don't think people believe we are just like any other place where you can have television sets and handphones and other things in jail. We're different. This was a lapse,' he said.

He stressed that the security forces must learn from the mistake and make sure not to repeat it as terrorism is a 'continuing problem' which Singapore is dealing with.

PM Lee also called on Singaporeans to close ranks to help the country recover from the setback.

'It is good to see the way that Singaporeans of all races have come together, come forward to help distribute posters, alert residents and maintain watch.

'So let us close ranks to deal with this, and bounce back to move forward - stronger, chastened, more on our guard, more alert than before.

'This strong spirit of solidarity is crucial in nation-building,' he said.

SAME HAIR SAME EYES SAME NOSE SO I GET DIRTY LOOKS
MAN MISTAKEN FOR MAS SELAMAT

By Maureen Koh

March 10, 2008

HE is afraid to go out for fear of being mistaken for wanted terrorist MasSelamat Kastari.

He has been pointed at and stared at and, on one occasion, even surrounded by a group of men while they called the police.

His children have been asked if their father is the fugitive.

The 40-year-old man, who wanted to be known only as Mr Halim, said: 'Mas Selamat may have escaped, but now, because of him, it feels like I'm in prison.'

At first glance, Mr Halim's facial features resemble Mas Selamat's - based on the mugshots on posters all over Singapore - right down to the short, wavy hair.

'The father of four, who does not walk with a limp, said he has been getting dirty looks from people.

Mr Halim said he and his family have decided to avoid going out unless necessary.

The construction foreman and his civil servant wife have three sons, aged 11, 10 and 8. The couple also have a 6-month-old daughter.

Mr Halim told The New Paper on Sunday in Malay: 'Now, our daily route is simply to go to work or school, and then go home.'

Even the family's regular weekend visits to the hypermarket for their groceries have been canned. For the time being.

'If we need to get something from the shops, my wife will do it while I wait for her in the car,' he said.

Mr Halim said that, thankfully, they have a family car.

'Otherwise, I dread to think what it will be like if we had to take public transport.'

The family's plans to visit his mother in Kuala Lumpur this week during the school holidays have also been shelved.

'I don't want to put my family and myself in a difficult spot,' he said. 'It is really ridiculous, even though we understand why people react this way.'

Mr Halim acknowledged that 'in some ways, it is good because it shows that Singaporeans are keeping their eyes open'.

But he hopes that the fugitive can be caught soon.

AWKWARD

Since Mas Selamat's escape on 27 Feb from Whitley Road Detention Centre, there have been at least six occasions when MrHalim have found himself in awkward situations.

Mostly, different groups of people would deliberately walk past or around him.

But last Sunday, a group of men cornered him and called the police.

This despite the fact that he's 1.69m tall and does not walk with a limp. Mas Selamat is 1.58m tall and walks with a limp.

Mr Halim was waiting for his wife and children outside Khatib MRT Station. He was dressed in a shirt with a collar and bermudas.

He recalled: 'A man approached me somewhat cautiously and asked for the time. I knew at once what was on his mind.'

As the man talked, Mr Halim noticed he was also gesturing to his friend, who stood about three arms' length behind them.

He said: 'It was clear that the man's friend was about to make a call.'

While Mr Halim tried to explain the misunderstanding, he realised that the man's other friends had positioned themselves at three different spots.

Two others came forward and one asked him bluntly: 'So, are you Mas Selamat?'

Just as Mr Halim produced his identity card to prove his innocence, his wife and children arrived.

He recalled: 'At the same time, two police officers also approached us. They were very professional and after verifying my particulars, we could go off.'

While Mr Halim appreciated the group's alertness, he admitted that he was also frustrated by the unfortunate resemblance.

He said: 'It's so awkward that I'm wondering if I should go for plastic surgery.'

Mr Halim refused to be photographed.

'We've been inconvenienced by the whole issue, I don't want it to get worse with more Singaporeans being 'alerted' to my face,' he said.

'It will upset my children further if people decide to put my photo side by side with the wanted man.'

One of the men who confronted him, 35-year-old retail manager Wylie Wee, said: 'We were quite shocked when we first saw him at the station.

'We thought, hey, that is Mas Selamat. But because we were not too certain, we observed him for a while.

'We noticed that other passers-by also did a double-take when they saw him.

'It turned out to be a misunderstanding. Well, the good thing is, we've now made another friend.'

A day after the incident, Mr Halim, his wife and his second son went shopping at Mustafa Centre and the stares continued.

His son overheard a woman mention 'Mas Selamat' to her companion when they were at the cashier.

The boy said: 'I knew without turning around that they were talking about my father.

'I was so 'malu' (embarrassed) and angry.'

He had to endure the same thing in school too.

The son said: 'Even schoolmates who see my father when he drops us off at school have told us that he looks like the wanted man.

'But my parents have told us not to be too upset and to explain it nicely to ourfriends.'

The boys have learnt to offer their schoolmates this reasoning: 'Our father has been around even before Mas Selamat escaped from the detention centre.'

Last Thursday, The New Paper had reported that the public had called the police after spotting Mr Md Iqbal Hussain near Mustafa Centre.

Mr Md Iqbal, 28, who walks with a limp, is from Bangladesh and is here to seek treatment for elephantiasis.

After the tip-off, the police conducted a door-to-door search for him at a block of flats in St George's Lane where he was staying with a Singaporean friend.

Forty immigration offenders nabbed in Mas Selamat dragnet

By Tracy Sua

OFFENDERS that would have been nabbed by the authorities sooner or later are being caught earlier in the continuing islandwide dragnet for terrorist fugitive Mas Selamat Kastari.

Police and other security forces have been on the hunt for Mas Selamat for almost 12 days, since the ISD detainee's escape on Feb 27.

With increased searches across the island, including at forrested, urban and abandoned buildings, police said 40 immigration offenders - mainly illegal immigrants - have been arrested.

Police added that there will be no let up in searches and will continue to consider information from the public seriously.

More than 1,100 calls and emails have been received from members of the public on Mas Selamat sightings, including from those who had seen discarded food items at forested areas. Many have also offered suggestions to catch him.

Police said that while they will continue to take seriously all information given in good faith, they will not treat hoaxes lightly.

So far two people have been caught for such hoaxes.

PEMANDU DIDAKWA BERI MAKLUMAT PALSU MENGENAI MAS SELAMAT
