Competition heats up between Japan, China for railway projects in Asia



Japanese and Chinese companies are battling for potentially lucrative railway projects around Asia, as rapid economic growth and expanding populations have led to plans for about 10,000 kilometers in railway networks.

A bidding competition is expected next year for a railway route linking Kuala Lumpur and Singapore. India and Thailand also plan to build high-speed rail services through large parts of their nations.

At a railway conference and exhibition held in Kuala Lumpur last week, Masaki Ogata, vice chairman of East Japan Railway Co., touted the technology that has made the Shinkansen bullet train a proud feature of Japanese manufacturing.

“Japan’s Shinkansen is not only safe, but the starting point of its strengths also lies in its on-time operations,” he said.

Ogata has made clear that JR East intends to win the bid for construction of the high-speed railway that will cover about 350 kilometers in 90 minutes and connect Malaysia and Singapore. The line is expected to begin operations in 2020.

Total construction costs are estimated at 40 billion ringgit (about 1.3 trillion yen or $12 billion).

“We will likely hold the bidding between October and December 2015,” Mohd Nur Ismal Mohamed Kamal, chief executive officer of the Land Public Transport Commission of Malaysia, said.

China, France and Spain have also shown interest in the project.

Executives of companies in a Japanese consortium, including JR East, Sumitomo Corp. and Mitsubishi Heavy Industries Ltd., accompanied transport minister Akihiro Ota to Malaysia in mid-August to lobby officials of the Southeast Asian country.

Elsewhere in Southeast Asia, the military junta in Thailand has approved two high-speed domestic rail projects. And in Vietnam, discussions are continuing on a plan to begin work on a part of a line that will eventually link Hanoi with Ho Chi Minh City.

A study is moving ahead in India for a railway to connect Mumbai with Ahmedabad in the western part of the nation.

The United States and Brazil also plan to build high-speed railway networks. But the focus of attention is in Asia because of its economic growth and booming population.

However, Japan so far has little to show in terms of exporting its Shinkansen technology, outside of rolling stock sold to Taiwan High Speed Rail Corp., which began operations in 2007. To gain a firmer position in the bidding process, Japanese companies are now publicizing various other services they can provide, such as operations support, maintenance and inspection.

As in other economic areas, China is ratcheting up efforts to export high-speed railway technology. Chinese companies were involved in the construction of a high-speed railway line in Turkey that was completed in July.

China also intends to take the initiative in building a 3,000-km network to connect Kunming, Yunnan province, with Singapore by passing through Laos and Thailand.

To gain a foothold in the project, Beijing reportedly is considering offering a loan of 700 billion yen to financially struggling Laos for construction costs.

Chinese officials also expressed strong interest in the high-speed railway projects in Thailand during strategic talks held with the military junta in July.

Chinese companies boast that they can build railway lines faster than Japanese companies and for about half the cost. A 1,069-km line linking Wuhan with Guangzhou began operations in 2009, about four and a half years after the start of construction.

CSR Corp., a major Chinese rolling stock manufacturer, had a booth at the Malaysia conference that was bigger than the one for JR East.

“We will not lose in the competition in terms not only of price but also safety,” a CSR source said.

Consulting companies that conduct feasibility studies play a key role in the export of railway infrastructure. JR East has established a consulting company that has been commissioned to study the high-speed railway projects under consideration in India and Indonesia.

The Association of Southeast Asian Nations plans to create an economic union among member states in 2015. Such a union would accelerate the construction of high-speed railway lines that go beyond national boundaries.

Geoffrey Wade, a visiting fellow at Australian National University, said such a cross-border railway network would likely lead to a unification in standards and operations among the various nations. That would mean that the total capabilities of nations showing interest in the bidding process would be tested, he said.

Jarak Tokyo ke Nagoya 342km. So lebih kurang tuh la.

Benda klu nk jadi, jadi gak. Tapi, dgn bencana alamnya (gempa, taufan, ribut salji), shinkansen still the safest HSR, zero fatality in 50 years. Bulan dpn shinkansen sambut besday ke-50.

Mana ada, nih nk bid bisnes, bukan kasi mcm tuh jer. Yg ketepi sebelum nih mmg la, sbb kasi jer. Taiwan dulupun dpt sama dgn tech JR Central + JR West. Nih nk bid whole package dr segi pembinaan semer.

Germany's ICE masih muda, derangpun byk lg ongoing projects kt sana. Compared dr segi safety, dlm byk2 HSR, susah nk beat rekod Japan's shinkansen & France's TGV. Lgpun Germany sendiri belum ada tunjuk minat nk join the bidding.

KL-Singapore High-Speed Rail Likely Ending At Jurong



KUALA LUMPUR: The proposed high-speed rail link between Kuala Lumpur and Singapore, expected to be operational by 2020, is likely to end at the Jurong Lake area, reported The Straits Times.

This terminal in Singapore is further backed by a proposed alignment map (see above) released at the Land Public Transport Commission (SPAD) website last week.

It isn’t clear yet how the rail link will cross the Tebrau Strait but chances are that it will entail a new dedicated bridge beside or near the Second Link bridge at Nusajaya, based on SPAD’s map. It could even pass through Puteri Harbour, as land separation at that point is barely 700m and the water is quite shallow.

Singapore already has plans to make Jurong a new lifestyle hub akin to its Marina area, reported The Straits Times, with existing Japanese Garden, Chinese Garden and Jurong Lake Park to anchor plans for lakeside and parkside residential developments there.

Meanwhile, SPAD said the high-speed rail will will connect five cities in Malaysia to Singapore, following a coastal route, but didn’t specify which will be the stops in-between – though previous reports have indicated that Seremban, Ayer Keroh (Malacca), Muar, Batu Pahat and Nusajaya are likely.

Stating that actual travel time could be about 90 minutes, with another hour to be factored in for waiting and immigration processing, SPAD said the new rail link offers an opportunity to open up and rejuvenate smaller cities in Peninsular Malaysia by connecting them to the two major metropolises.

HSR-travel “There is a need to improve connectivity between the two countries, as currently traffic congestion is acute and far exceeds the capacity of the Causeway, with the current infrastructure provisions.

“At present, the demands on the Causeway exceed capacity by 33%. Traffic will continue to grow at a rate comparable to GDP growth of Malaysia-Singapore, at an average 3-5%.

“Over the longer term, growth rates are expected to taper off, in line with expectations for a maturing market, with an average growth of 3.2% per year from 2011-2060, with a market of 251 million passenger trips by 2060,” SPAD added.

Betul gak.

Tapi kalau boleh jgnla dilupakan terus belah Pantai Timur, daif sgt laluan tuh, mmg kena buat overhaul besar-besaran. Bukan nak mintak bullet train pun, klu mcm ETS tuhpun dah ok. Tp kalu ETS pun takleh, keretapi ekspress pun ok la, just tolong overhaul laluan & landasan yg hazab benar tuh. Karang kalu ada eksiden yg libatkan kematian ratus2 org, baru la mengigil nk buat kajian.


KTMB cadang mohon RM400j baiki laluan Gemas-Tumpat

BATU GAJAH - Keretapi Tanah Melayu Bhd (KTMB) telah menyediakan kertas kerja bagi cadangan permohonan RM400 juta daripada kerajaan untuk memperbaiki laluan segmen pantai timur secara besar-besaran.

Pengerusi KTMB Datuk Ir Nawawi Ahmad berkata sekiranya kerajaan bersetuju dengan cadangan itu, projek pembaikan infrastruktur dan landasan bagi laluan Gemas, Negeri Sembilan ke Tumpat, Kelantan, yang mengalami masalah teruk sejak 1989 akan menjadi keutamaan.

"Kita sedang menyediakan kertas kerja itu untuk kelulusan Lembaga Pengarah. Sememangnya KTMB perlu memberi penekanan kepada laluan pantai timur dengan kepanjangan landasan sebanyak 529 kilometer kerana wilayah itu juga mengharapkan perkhidmatan pengangkutan kereta api," katanya kepada pemberita di Akademi KTM di sini hari ini.

Beliau berkata, kerja penyelenggaraan infrastruktur dan landasan termasuk pembaikan bagi laluan di kawasan tertentu merupakan proses berterusan di samping langkah waspada sentiasa diambil bagaimanapun, perubahan masa turut menuntut penggantian secara besar-besaran dilakukan.

Pada masa sekarang perkhidmatan kereta api dari Kuala Lumpur ke Tumpat mengambil masa antara 12 dan 14 jam memandangkan kelajuan yang rendah berikutan landasan tidak baik, katanya.

Kerja-kerja menaik taraf secara besar-besaran perlu dilaksanakan dan menjadi tumpuan KTMB supaya perkhidmatan pengangkutan kereta api bagi segmen wilayah pantai timur lebih sempurna pada masa depan, katanya.

Mengenai kadar tambang bagi penumpang kereta api yang tidak pernah dinaikkan sejak 32 tahun lepas, beliau berkata walaupun KTMB beroperasi dalam keadaan rugi, namun kepentingan rakyat juga perlu diambil kira.

"Walaupun kita beroperasi dalam keadaan rugi, kita tidak boleh buatkan rakyat susah. Jadi kita mohon supaya kerajaan mempertimbangkan masalah kita seperti perkhidmatan lebuh raya yang mana pembayaran pampasan diberikan supaya syarikat dapat bertahan," katanya. - Bernama
