The uniform of the Priest (in the video) look a lot like Japanese Buddhist priests uniform. He is speaking in English, so not very sure whether he is Chinese or Japanese.
Frankly speaking, I don't see much information which offers a different concepts which could separate Pre-Sectarianism and other Buddhism sects apart. Both this movement and other sects in Buddhism sounds alike and the video didn't help much either.
