KUCHING: Sarawak will forever lag behind other states in Malaysia in terms of development, if the rate of development experienced over the past 55 years were to remain unchanged.

Chief Minister Datuk Patinggi Abang Johari Tun Openg said the sheer size of Sarawak dictates the need for more to enable the state to catch up with the more developed parts of the country – a fact that ‘administrators’ from across the South China Sea appear not to understand.

“But we can’t afford to blame others or ourselves for our shortcomings, and we also can’t hope that others will be nice to us and genuinely come to our aid. If we have too much high hope, we are making a big mistake and we do not want to make such a mistake anymore.

“This is not politics but that’s the way we should approach our development now in order to accelerate progress, particularly infrastructural facilities in our rural areas,” he said in his address at the Sarawak Civil Service (SCS) Excellence Night 2018 in Borneo Convention Centre Kuching (BCCK) last night.

Abang Johari stressed that Sarawak would not beg for money all the time to finance its development, even though it is ‘their’ obligation to give Sarawak its share of allocations.

“I always believe as a Muslim that when I come to face my creator, the angel will ask me, ‘What have you done to the God-fearing people of Sarawak to give them a good life?’, and I believe God will ask the same question to those who have not been fair to Sarawak.

He said his focus now is to strengthen the state’s economy to ensure that greater revenue is generated in the years to come to support administration and development programmes.

According to Abang Johari, the task of implementing all the development projects that have been approved for the next two years is ‘massive’, but said the establishing of the State Development Coordination Committee is to monitor the progress of these projects and to ensure they comply with good governance practices.

“The change of federal government has not made life easy for us in Sarawak with a total of 315 ‘Projek Mesra Rakyat’ (people-centric projects) all over the state being cancelled.

“However, we cannot let our people suffer because of these cancellations. We are taking over the shelved projects for the sake of the people who are hungry for development to come their way.”

Themed Excellence Service D elivery: Rising to the Challenges, the SCS Excellence Night was attended by about 2,000 Sarawak civil servants.

The event saw the chief minister launch four books: ‘Sarawak Good Regulatory Services’; ‘Managing Culture Change in the Sarawak Civil Service: SCS 10-20 Action Plan’; ‘Sarawak Women in Public Service’; and ‘Service Sarawak’.

Deputy Chief Minister Datuk Amar Douglas Uggah Embas, State Secretary Tan Sri Datuk Amar Mohamad Morshidi Abdul Ghani and Sarawak Federal Secretary Datuk Mansor Man were among those present.

‘S’wak to take over cancelled infrastructure projects’

KUCHING: The Sarawak government has assured Sarawakians that it would strive to proceed with the infrastructure projects meant for villages and other rural areas, which have been cancelled by the federal government.

According to Assistant Minister of Rural Electricity Datuk Dr Abdul Rahman Junaidi, these cancelled federal projects would be continued, with funding to be provided by the Sarawak government.

In this respect, he calls upon all village security and development committees (JKKKs) to submit their lists of these

infrastructure projects to Sarawak government so that these physical developments could be implemented.

“The Sarawak government is always concerned about the crucial need to provide basic necessities like treated water and electricity supply, as well as telecommunications, to the village communities,” he spoke during the ‘Pulau Salak Berselawat’ programme at Kampung Salak in Pantai Damai near here yesterday.

This activity, which was run in connection with this year’s celebration of Maulidur Rasul (birthday of Prophet Muhammad P.B.U.H.), was organised by the JKKK, Friendly Neighbourhood Area and Neighbourhood Watch of Kampung Salak in collaboration with Kuching North City Commission (DBKU).

On another subject, Dr Abdul Rahman – also Pantai Damai assemblyman – called upon all JKKKs to uphold their responsibility in preserving the spirit of unity among their fellow villagers and fighting off any negative element that could disunite the community.

“It is our duty to protect our unity. Those with bad intentions are just waiting to break us apart , and we must never let this happen,” he said.

The programme at Kampung Salak yesterday included a unique Maulidur Rasul parade, in which the villagers carried banners and decorations in their ‘perahu’ (small boats) across Sungai Salak.

Dr Abdul Rahman and his private secretary Mohamad Hasfa Salleh also joined the villagers in the ‘river’ procession.

Khennn. Buat highway kat Lembah Klang 5km sampai RM1 bilion. Itupun kalau tak naik tol, kerajaan compensate lagi. Mana tak habis duit.

Empat perkara di bawah MA63 tidak terbuka untuk rundingan


KUCHING: Kerajaan Sarawak menetapkan empat perkara  di bawah Perjanjian Malaysia 1963 (MA63) yang tidak terbuka untuk rundingan dengan kerajaan persekutuan.

Empat perkara ini ialah kuasa autonomi imigresen, hak untuk menguatkuasakan undang-undang negeri mengikut perlembagaan persekutuan, perlindungan sempadan negeri dan kedaulatan atas dasar laut, bawah tanah dan hasil-hasilnya dalam sempadan negeri ini.

Bercakap pada sidang media di Kompleks Dewan Undangan Negeri (DUN) di sini semalam, Ketua Menteri Datuk Patinggi Abang Johari Tun Openg berkata perkara ini telah dikemukakan pada Mesyuarat Jawatankuasa Kabinet Khas MA63 pada 17 Disember 2018.

Mesyuarat tersebut berlangsung di Kuala Lumpur dan dipengerusikan oleh Perdana Menteri Tun Dr Mahathir Mohamad.

Namun katanya, tiada jawapan balas diterima daripada kerajaan persekutuan apabila Sarawak mengemukakan empat perkara yang tidak terbuka untuk rundingan ini pada mesyuarat tersebut.

“Tiada jawapan, jadi kita beranggapan mereka bersetuju bahawa empat perkara ini adalah tidak terbuka untuk rundingan,” katanya.

Terdahulu sebelum sidang media tersebut, Abang Johari mempengerusikan Mesyuarat Jawatankuasa Perunding MA63 Sarawak yang ditubuhkan DUN Sarawak sebagai penasihat Kerajaan Sarawak mengenai MA63.

Tambah Abang Johari, selain menetapkan empat perkara yang tidak terbuka untuk rundingan, Kerajaan Sarawak  turut mengemukakan lima isu yang perlu dibincangkan dalam jawatankuasa khas tersebut.

Pertama katanya, keperluan kajian semula pemberian khas kepada Sarawak dan Sabah di bawah Perkara 112D Perlembagaan Persekutuan, hak kepada sumber kewangan tambahan di bawah jadual ke-10 Perlembagaan Persekutuan dan kuasa baki perundangan di bawah Perkara 77 Perlembagaan Persekutuan.

Isu lain yang perlu dibincangkan termasuk tanah negeri yang tidak diperlukan lagi oleh kerajaan persekutuan iaitu yang terletak di bawah Suruhanjaya Tanah Persekutuan, hendaklah dikembalikan semula kepada Sarawak dan pelaksanaan kuasa persekutuan berkaitan pendidikan, perubatan dan kesihatan yang kurang memuaskan.

Setelah semua pembentangan dan perbincangan dibuat mesyuarat menurut Abang Johari, juga bersetuju bahawa Kerajaan Sarawak menyokong atas cadangan pindaan perlembagaan dalam Perkara 1 (2) mengenai tiga wilayah dalam pembentukan Malaysia.

Persetujuan katanya, turut dicapai di mana isu-isu yang dibentangkan oleh Sabah dan Sarawak akan diperinci dan dibincangkan dengan lebih lanjut dalam dua jawatankuasa yang turut ditubuhkan iaitu Jawatankuasa Teknikal dan Jawatankuasa Kerja.

Turut dipersetujui penambahan ahli-ahli bagi Jawatankuasa Khas seperti yang dicadangkan oleh kedua-dua pihak Sabah dan Sarawak dan kajian semula perkara-perkara khusus yang hanya melibatkan Sabah dan Sarawak tidak akan menjejaskan kedudukan negeri lain dalam hal kuasa negeri untuk menggubal undang-undang negeri, geran khas dan hasil pendapatan khas di bawah Perlembagaan Persekutuan.

Selain daripada perkara-perkara yang dipersetujui di atas, Perdana Menteri menurut Abang Johari turut  bersetuju dengan cadangan Menteri Hal Ehwal Ekonomi Datuk Seri Azmin Ali supaya perbincangan mengenai isu berkaitan petroleum diteruskan di antara Kerajaan Sarawak dan Petronas.

Menteri Kewangan pula katanya, telah menyampaikan pandangan bahawa cukai jualan ke atas petroleum adalah tidak wajar dan Sarawak menegaskan bahawa ini adalah hak Sarawak dan ia dilaksanakan di bawah Perlembagaan Persekutuan, Perkara 95C dan Jadual Ke-10.

Sarawak juga berpandangan bahawa ia hendaklah mengambil kira cukai petroleum kerajaan persekutuan yang dikenakan oleh kerajaan persekutuan.

“Jawatankuasa Kabinet Khas ini diberikan tempoh selama enam bulan bagi mendapatkan laporan penuh dan jalan penyelesaian bagi isu-isu yang dikemukakan dalam jawatankuasa ini.

“Jawatankuasa Teknikal dan Jawatankuasa Kerja akan mula membincangkan perkara-perkara ini mulai Januari 2019 manakala mesyuarat seterusnya bagi Jawatankuasa Kabinet dijangka diadakan pada Februari dan April 2019,” ujarnya.

Sabah leader ready to give Putrajaya second chance to fix MA63


KOTA KINABALU: Sabah opposition leader Jeffrey Kitingan believes that Putrajaya deserves a chance to prove its sincerity in implementing the Malaysia Agreement 1963 (MA63).

The Solidariti Tanah Airku (STAR) president said he was hoping for something positive to come out of the special Cabinet committee’s discussions on the agreement, which among others spells out the powers given to Sabah and Sarawak under the Malaysian federation.

The committee is set to present its final report in the second quarter of next year.

“At the same time, I hope this is not just a political game on their part. They already had their first meeting, so we should give them time.

“If nothing happens, then Sabah and Sarawak should take the next step to get back their rights,” he said to FMT.

These steps, he said, included holding a referendum, not unlike the Brexit referendum in 2016 to determine the people’s preferences on the matter.

He insisted that the referendum could be done without the need for parliamentary consent as indigenous people had the right to self-determination under the United Nations.

“After all, we didn’t join Malaysia, we formed it. Singapore separated from Malaysia, we can too. One should not be scared of mentioning this because it is our right to say things under certain conditions.

“For example, when things are not working the way it should be, when our rights are not respected and the agreement is not implemented,” he said.

Referring to previous statements by MA63 activist Zainnal Ajamain who said that there had been as many as 50 breaches to the agreement since 1963, Jeffrey said under normal laws, such breaches would have already invalidated MA63.

Furthermore, he said not only was MA63 not complied with, the federal government also used various tactics to stop anybody from talking about the agreement.

This included the use of draconian laws such as the Security Offences (Special Measures) Act (Sosma) and the now-abolished Internal Security Act (ISA).

Nevertheless, Jeffrey said he hoped Dr Mahathir Mohamad, in his second stint as the prime minister, would undo whatever wrong the government had done in the past, including restoring Sabah and Sarawak’s status as equal partners as promised.

“For me, it is simple. I don’t mind going back to jail for saying what needs to be said. Either they resolve or Malaysia dissolves. You fix it or we exit. You cannot pretend MA63 is not there,” he said.

Meanwhile, former Petagas assemblyman James Ligunjang, who is also the secretary of a forum to discuss Sabah’s issues and rights called MySabah, said the full implementation of the terms contained in MA63 was the key to Sabah’s progress as the agreement guaranteed Sabah would not be saddled with a shortage of funds.

He pointed out that under the agreement, and also the Federal Constitution, Sabah is entitled to 40% of net revenue derived by the federal government from Sabah, with the money meant to pay for development programmes in the state.

Unfortunately, he said, the key provision was never fully implemented, causing Sabah to lag behind in all fields of development.

He said before Malaysia was formed in 1963, Sabah and Sarawak were on par with Brunei in terms of development but now, both states had been left so far behind with abject poverty the main issue while Brunei had since become one of the richest nations in the world.

“How could this happen when Sabah and Sarawak are far richer in terms of resources compared with Brunei?

“The answer is simple, the MA63 was never sincerely implemented by Malaya which controls the federal government from the moment the agreement was inked until today,” he said.

He said the people of Sabah and Sarawak had failed to “forcefully demand” the implementation of the terms contained in MA63.

He blamed constant political rivalry among leaders in Sabah and Sarawak which had allowed political parties from the peninsula to be involved in the political process in both states.

“You can’t and will never be able to negotiate the implementation of MA63 if the political leaders and the people of Sabah and Sarawak sit behind their political leaders in parties from Malaya.

“It’s a lesson we never learn to the detriment of our future generations,” he said.

masa atok kejam muda2 dulu masing2 blom sedar.
blom tergerak nak berubah.

bila gomen berubah, masing terkejut dari tido.
pastu pakat2 berpihak pd parti yg menang.

masalah bukan pada rakyat, tapi pada pemimpin yg
takde pendirian.
sepatutnya pemimpin kene kekal bersama umngok.
baru la kita bleh bg umngok tumpuan bangunkan sarawak dan pahang.

hari nih.
bila atok yg dulunya kejam, sekarang baru nak insaf.
sarawak yg baru bangun tido dok marah pasal sejarah2
20-30 taon dulu.

atok da berubah.
dah sedar kerosakkan yg dia buat dulu.
ini time utk dia repair la (kalu sempat).

tp kalu taksempat pon takpe. pengganti dia kompom lebih hebat.

Talks between Sarawak govt and Petronas to continue, says CM


KUCHING: Sarawak Chief Minister Abang Johari Openg said discussions on petroleum issues between the state government and Petronas will be continued.

He said this had been agreed upon by Prime Minister Dr Mahathir Mohamad at a Special Cabinet Committee meeting on Dec 17 following a proposal by Economic Affairs Minister Mohamed Azmin Ali.

The meeting was proposed as Petronas had taken cautious measures following Sarawak’s interest to take part in downstream and upstream oil and gas activities in the state.

At the meeting, Finance Minister Lim Guan Eng expressed the opinion that the sales tax imposed on petroleum products beginning Jan 1 this year was inappropriate, Abang Johari said here today.

However, the state government emphasised it was its right to implement it under Article 95C and Schedule Ten of the Federal Constitution.

“Sarawak also felt that it must take into consideration the Petroleum (Income Tax) Act (Pita) imposed by the federal government,” he said.

Abang Johari said Sarawak could actually impose a higher tax percentage, for example, 10%, but the state government also considered the current economic situation.

He said Lim had voiced his opinion on grounds that it could raise costs and drive away investors in the oil and gas industries.

“My reply to him is the right to impose tax is allowed under the constitution if it is not competitive to the federal government, and the federal government could recalibrate the tax structure as currently it also imposes petroleum income tax at 38%,” he said.

He proposed that the petroleum income tax be reduced to 33%.

“Why must we sacrifice our right?” he asked, adding that members of the Special Cabinet Committee also agreed with him.

Abang Johari said five matters were discussed at the committee meeting on Dec 17, and the state government supported the proposal to amend Article 1(2) of the Federal Constitution to restore the status of Sabah and Sarawak as equal partners with Peninsular Malaysia

Lagipun sarawak dlm meeting tsebut dah awal2 pasang kubu perisai...isu kedaulatan dan sumber tidak boleh dibincangkan...pintu oerbincangan sarawak dah tutup ...

Maksudnya satu je...if atok nak sentuh...bubar..tu je
