Corridors of dream


In northern Perak and Perlis, the thrust will be on human capital development, such as the building of vocational and skills training centres. In Selama, for example, animal husbandry will be the focus.

Vocational training and an agriculture faculty in a northern state university are being planned to help school-leavers and agriculture graduates to become modern farmers.

PENANG: Penang must be actively involved in agricultural growth be-sides being a transportation hub in the Northern Corridor Economic Re-gion (NCER).

Deputy Chief Minister Datuk Seri Abdul Rashid Abdullah said Penang had existing resources and expertise in the agriculture sector.

ALOR STAR: Kerajaan Kedah yakin pelan terperinci Wilayah Ekonomi Koridor Utara (NCER) yang bakal dilancarkan akhir bulan ini, akan melonjakkan sektor pertanian, perindustrian dan pelancongan di negeri itu.

Menteri Besar, Datuk Seri Mahdzir Khalid, berkata ketiga-tiga sektor itu sudah dikenal pasti sebagai bidang dimajukan di negeri ini dalam wilayah berkenaan.

Katanya, dalam aspek pertanian tumpuan adalah meningkatkan pendapatan pesawah dengan menyatukan beberapa sawah menjadi estet mini dan diuruskan secara sistematik, khususnya di kawasan Lembaga Kemajuan Pertanian Muda (Mada).

揗enerusi program itu sawah yang diusahakan secara kecil-kecilan oleh pemilik berasingan akan disatukan di bawah satu pengurusan supaya lebih ekonomik.

揑a adalah sebahagian daripada program transformasi pertanian yang dikhususkan di negeri ini, selain sektor industri dan pelancongan yang menjadi teras NCER di Kedah.

揇alam NCER, tanah sawah yang tidak ekonomik perlu disatukan kerana kita semakin kekurangan tenaga kerja bawah usia 60 tahun.

揗ereka (pesawah) tidak akan kehilangan hak (apabila sawah disatukan) tetapi hanya menyewakannya kepada pihak yang mentadbir untuk diusahakan secara estet," katanya sambil memberi jaminan kerajaan negeri akan membantu mempercepatkan urusan berkaitan tanah dalam hal itu.

Malah, ketika majlis pelancaran pelan induk NCER di sini, pada 30 Julai ini, Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi dijangka turut melancarkan estet padi Mada seluas 153 hektar di Jelai dekat Pendang, yang diusahakan 101 pesawah. Keluasannya akan ditingkatkan kepada 400 hektar.

Ketika ini, ada lebih 63,000 pesawah di kawasan Mada membabitkan kawasan pertanian seluas kira-kira 100,000 hektar meliputi Kedah dan Perlis.

Pelan induk NCER membabitkan pembangunan ekonomi di Kedah, Perlis, Pulau Pinang dan Perak hingga 2025 akan diketuai Sime Darby Bhd sebagai agensi pelaksana.

NCER adalah wilayah yang dikenal pasti pada Rancangan Malaysia Kesembilan (2006-2010) untuk mempromosikan pembangunan ekonomi kebangsaan yang seimbang dan saksama.

Mahdzir berkata, bagi memastikan sistem estet padi itu dilaksanakan tanpa gangguan, Mada juga akan melaksanakan projek menaik taraf beratus-ratus kilometer tali air agensi itu bagi memastikan prasarana penanaman padi di Kedah berada pada tahap terbaik.

揚eningkatan prasarana di kawasan Mada penting bagi memastikan penanaman padi dilaksanakan mengikut jadual dan membantu petani mendapat sasaran 10 tan padi sehektar, sekali gus meningkatkan taraf ekonomi pesawah.

"Apabila bercakap mengenai peningkatan hasil padi, prasarana perlu baik dan NCER menyediakan peruntukan besar untuk tujuan itu," katanya.

Tali air di sesetengah kawasan di Kedah yang sudah berusia 35 tahun dan tidak dapat menerima air empangan mengikut jadual serta lewat sehingga 20 hari menyebabkan jadual penanaman tergendala.

Selain padi, tumpuan diberikan kepada bidang akuakultur berskala komersial dan tanaman lain.

Bagi sektor pelancongan, Langkawi, Sedim dan kawasan arkeologi Lembah Bujang di Merbok akan diberi perhatian.

Dalam sektor perindustrian pula, tiga kawasan industri sedia ada iaitu Gurun, Sungai Petani dan Kulim akan terus diperkukuhkan di samping mewujudkan industri hiliran bagi merancakkan sektor pembangunan di situ.

Menteri Besar berkata, sebuah taman perindustrian hiliran akan diwujudkan di Kawasan Perindustrian Berteknologi Tinggi Kulim (KHTP), yang kini menjadi tuan rumah kepada berpuluh syarikat ternama dari serata dunia.

Mahdzir berkata, taman perindustrian yang baru itu bagi menyokong industri sedia ada di KHTP berkenaan.

Ketika kunjungannya ke Jerman, minggu lalu, Mahdzir mengadakan seminar meja bulat dengan 18 vendor syarikat berteknologi tinggi di negara itu bagi menerangkan mengenai kemudahan dan perancangan di KHTP.

Cadangan pelan induk itu termasuk pembinaan depot kontena darat dan pembangunan bandar Padang Besar di sempadan Perlis, pusat penyelidikan Sime Darby untuk membangunkan penanaman biji benih serta kluster pengeluaran buah-buahan iklim.

Live telecast for NCER launch

ALOR STAR: The launch of the multi-billion-ringgit Northern Corridor Economic Region (NCER) on Monday, where the Prime Minister will unveil a slew of projects, will be telecast live.


At least 10,000 people, including Cabinet members and state executive councillors, will be attending the event at the Muda Agricultural Development Authority (Mada) headquarters here.  


Information Minister Datuk Seri Zainuddin Maidin said Kedah will be the first stop in Datuk Seri Abdullah Ahmad Badawi抯 visit to the four states on July 30 and July 31.

The NCER is a crucial element of the Ninth Malaysia Plan which will bring tremendous benefit to the people. We want the people to hear directly what the PM has to say,

KUALA LUMPUR: Property and construction companies are said to be the prime beneficiaries of the estimated RM50 billion that is expected to be invested in the Northern Corridor Economic Region (NCER).

Property companies including Hunza Properties Bhd, SP Setia Bhd and Mah Sing Group Bhd are expected to benefit from the appreciation in asset prices while the construction boys such as Malaysian Resources Corp Bhd and UEM Builders are front runners for the infrastructure jobs.

UEM Builders has already secured the RM3.3 billion Second Penang bridge project which it is undertaking together with a Chinese company. IJM Corporation Bhd is also said to be a beneficiary from the bridge project.

As for MRCB, it is slated for the Butterworth Terminal project that is to be styled after KL Sentral. A consortium led by MRCB, that also includes the Penang Port Commission and Scomi Engineering Bhd are bidding for the RM1.3 billion Penang Monorail project.

On property companies, analysts said the NCER would be a catalyst for these companies as improved infrastructure and higher income levels would result in greater demand for properties in th eregion.

CIMB Research said the estimated RM50 billion NCER was realistic and positive for the development of the region but any significant impact was likely to be felt only in the longer term.

¨Nonetheless, it is positive news for property companies with exposure to projects up north,〃 it said.

Companies with significant exposure to northern states and specifically Penang include Hunza Properties, SP Setia and Mah Sing, with all three stocks being rated to outperform by CIMB Research. The target prices of the stocks are RM3.82, RM8.75 and RM2.30 respectively.

Other potential beneficiaries are E&O Property Development Bhd, Equine Capital Bhd, Asas Dunia Bhd, Farlim Group (Malaysia) Bhd, Eupe Corporation Bhd and Plenitude Bhd.

¨Hunza Properties arguably provides the best exposure as it has land bank on Penang Island, Penang mainland and Sungai Petani in Kedah,〃 said CIMB Research.

On the plantation sector, it said the higher demand for property in the northern region could benefit some of the oil palm players with estates located at strategic areas as it could be converted for property development over the medium- to long-term. It said the NCER could also open up opportunities for plantation players to invest in other agriculture products to diversify their crop mix.

The long-awaited master plan for the Northern Corridor Economic Region (NCER) is set for launch by the end of the month, with socio-economic development as the main thrust of the government's growth agenda.

Datuk Ahmad Zubir Murshid, Group Chief Executive of Sime Darby Bhd, which led the preparation of the groundwork for the comprehensive development blueprint, said Prime Minister, Datuk Seri Abdullah Ahmad Badawi will launch the Northern Corridor - covering Perlis, Kedah, Penang and northern Perak on 30 July 2007.

Under the Ninth Malaysia Plan (2006-2010), the Northern Corridor is one of the regions identified for the promotion of balanced and equitable national economic development. The economic region, with three main economic thrusts - agriculture, manufacturing and services - is to be developed over a period spanning more than 20 years.

"We are looking at the period from now to 2025 covering four Malaysia Plans. We have completed the master plan, which is under Phase I, and presented it to the National Implementation Task Force (NITF) last week. We will hand it over on July 30 to the Prime Minister," Ahmad Zubir told Bernama in an interview at the Sime Darby Convention Centre here.

Chaired by the Prime Minister, NITF has formed a Private Sector Investment Advisory Panel to examine various issues affecting the private sector. The panel holds regular dialogue sessions and meetings with the private sector to seek inputs on how to improve the country's investment climate.

NCIA takes over from Sime Darby

"Sime Darby's basic role is to draw up the blueprint. Once that is ready and launched, we will hand over to the implementation body, the Northern Corridor Implementation Agency (NCIA)," explained Ahmad Zubir.

Zubir said the proposed NCIA is responsible for implementing the detailed planning under the initiative and launching a one-stop centre as well as "quick" projects. The blueprint proposed that the NCIA be a government body under a council to be chaired by the Prime Minister and comprising the Deputy Prime Minister, the Chief Minister of Penang and the Menteris Besar of Perlis, Kedah and Perak, as well as some cabinet ministers.

The master plan also proposes the appointment of a CEO and a board of directors, with representatives of selected government agencies. Representation from the four states is important, independent non-executive directors from the private sector will also be appointed to provide the necessary inputs.



Under Phase II, the plan  proposes to "solidify further the foundation, become more focused on the selective zoning that we have highlighted and look at catalytic projects that can be improved further, looking at economic and social focus areas, developing priority infrastructure and then the human capital," said Ahmad Zubir.

"Phases II and III will see more of the public (sector) involvement in the infrastructure. Phase IV is where the public and private sector start to exchange roles, when there will be greater participation of the private sector.

"Eventually the private sector will assume the major role in Phase V. So what we are doing is that, phases II and III (will be) public (sector-driven) and phases III and IV (will lean towards) more private undertakings. By 2012, the private sector takes over, when the infrastructure is in place," he explained.

Second lowest household income

The development of the Northern Corridor will stress on agricultural productivity and rural development, which are the dominant factors behind the socio-economic inequalities in Malaysia.

The figures are revealing. Ahmad Zubir pointed out that the Northern Corridor will cover only about seven percent of the land area of the four states yet it accommodates 60 percent of the combined population of these states.

Of the people in this region, two-thirds of the population are in Malaysia's rice bowl. But the area sees relatively few other forms of economic activity - less than a third of the tourists to Malaysia visit that area and only about 20 percent of the manufacturing investments in Malaysia are in this northern belt.

It is little wonder then that more than three-quarters of the households here have an average annual income of around RM2,000 per household, the lowest among the six regions in the country, except for the east coast.

"This is our greatest challenge, to bring about a balance in the income level and also to eradicate hardcore poverty by 2010," he said.

Malaysia aims to halve the current 5.7 percent poverty rate and eradicate hardcore poverty by 2010. Twenty-nine percent of the hardcore poor are in the Northern Corridor.

"This is the main thrust of the Northern Corridor initiative in the economic and social development agenda, that is, increasing the value added for the existing industries so that they can deliver with social equity. These are very key issues," he stressed.

Realising the potential of the Northern Corridor

"What we are doing is unleashing the potential of the north, not creating something new but unleashing it."

For the agriculture push, Ahmad Zubir said, it is envisaged that NCER will become a modern food zone of Malaysia aimed at, among others, increasing agriculture exports. The main task is to increase income as well as the export level of the region and improve the yield quality of padi.

The focus areas in terms of agriculture include fisheries, aquaculture, animal husbandry, fruits and vegetables and also herbal products. In the agriculture sector, poverty and national food security are still the issues.

Besides that, NCER also plans to tap the potential of the downstream industries with the development of an agro park where products are made and processed, putting into practice the waste-to-wealth concept, said Ahmad Zubir.

NCER will see the manufacturing sector positioned as a hi-tech electronic hub. It is also looking at developing the workforce and value added level of the electrical & electronic (E&E) sector.

Also earmarked for development are the downstream activities of the automotive and agriculture industries, including tapping the potentials of biotechnology and developing materials from some sustainable agricultural crops, as well as the oil and gas sector.

Under tourism, NCER is basically looking at high yield tourism activities, among others becoming a regional entry point by capitalising on the existing infrastructure.

NCER is also aiming to increase the value of medical tourism and tourism spending. In this area, there are plans to develop Langkawi into a national tourist centre targeting the high end market.

Human capital development features prominently in the blueprint, with the setting up of a centre of excellence for micro electronics, a skills development centre and a research and development centre.

Vocational training and an agriculture faculty in a northern public university are being planned as avenues for school-leavers and to generate agriculture graduates who will become modern farmers.

Making the NCER a success


While much has been written and said about  the Northern Corridor Economic Region (NCER) to be launched soon in Kedah by PM Datuk Seri Abdullah Ahmad Badawi, its success depends on a number of crucial factors.

As a nation we have not been short on master plans over the years and have had plenty of experiencewith them, including the five-year Malaysia plans.  We are in the Ninth Malaysia Plan which means we have been doing this for close to half a century, just five years short of how long we have been independent.

Most of our master plans have looked pretty impressive on paper but not a lot of them have been executed well enough to provide their full benefits to the public, especially the poorer sections towards whom many of the plans are targeted.

The NCER is quiet different from the plan in the south to develop regions adjacents to Singapore, known as the Iskandar Development Region or IDR, where the focus is to bring in foreign investors to set up shop and to provide the necessary infrastructure to attract them.

While the NCER will also have elements of that, a huge part of its success will depend on how well the ambitious plan will help to raise farm and rural incomes by more proficient farming and centralised purchase of farm produce to give farmers a fair price.

And the impact that it will have in the northern states of Kedah, Perak, Penang and Perlis will affect the Malay heartland in Peninsular Malaysia and therefore will have a direct bearing on increasing the incomes and giving a better life to a significant number of Malays.

And considering that it is a huge area that the master plan will cover, the amount of coordination between the various state agencies will have to be superlative,  That is a tough task seen in the context of already inefficient state agencies Malaysia-wide and how much politics plays a part in the distribution of the tools which will enable the rural sector to pick itself out of depressed incomes and conditions.

Not only must coordinations improve but the very efficiency of all the various state agencies entrusted with implementation has to be greatly increased.  For the NCER to work well and achieve its objectives, new people with private sector style drive and objectives should be in the seat.

Otherwise all the effort that Sime Darby has put in coming out with a master plan is going to be wasted despite the details that have been outlined to get farm yields up, increase crop diversity, use better seeds and have more planting cycles.

The NCER  is a complicated plan, in some ways more so than the IDR, and for it to be able to bring about the needed changes and benefits to the people, everything will be in the execution.

If that fails, the masater plan fails.

and yet the pulau ppl seems to think the NCER is all about them, and its not about eradicating poverty, strategic development of agriculture or any of the sorts, but rather just to make their life easier.

PENANG: For most Penangites, the Northern Corridor Economic Region (NCER) project they are most keen to see succeed is the integrated public transport system.

One can hardly blame them considering that they have been plagued by years of never-ending traffic congestions, taxi drivers who refuse to use the meter and an inefficient bus system. <-- brought abt their pulau attitude in the first place innit?:re:

Thus, the monorail, alongside the RM2.7bil second bridge linking Batu Maung on the island to Batu Kawan on the mainland, Penang Outer Ring Road and Rapid Penang are highly anticipated projects under the NCER.

Universiti Sains Malaysia (USM) Institute of Graduate Studies deputy dean Assoc Prof Dr Ambigapathy Pandian opined that by improving the stateˇs accessibility especially with an efficient monorail system, Penang can become the regionˇs education hub.

¨USM currently has students from more than 70 countries. With better infrastructure and an efficient public transportation system, we can expect more foreign and local students from other states coming to study at our learning institutions,〃 he said.

Prof Dr Ambigapathy, who is a National Higher Education Research Institute fellow, said the authorities must ensure that the monorail stations are conveniently located near housing estates, educational institutions, shopping haunts, transportation centres and tourist attractions.

IT consultant Tan Su Yin, 29, who used to take the LRT when she was working in Kuala Lumpur, is looking forward to the monorail.

Tan, who now works at a factory in the FIZ, said she hoped to avoid the morning and evening jam by taking the monorail to work.

¨Hopefully the monorail system here will be better than the KL Monorail which only plies the city centre,〃 she said.

Economic consultant Lim Pao Li, 57, believes that an integrated public transportation system is ¨crucial〃 to the stateˇs future growth.

¨The NCERˇs logistics and infrastructure projects, if successfully implemented and maintained, will make Penang more liveable and bring about an improved quality of life.

¨This is important if we are to attract investors, k-workers and foreigners for the Malaysia My Second Home programme,〃 she said.

Recently, Second Finance Minister Tan Sri Nor Mohamed Yakcop had said that more than 50% of Penangites were expected to use public transport by 2011 or 2012 as several major infrastructure projects would be completed by then.

really....its like.... NCER is all about the bleedin pulau innit?:re:

why not complain for the eastern corridor development plan to be shifted all in the pulau's favour? for the resources to be spent on the pulau? to give the pulau ppl extra subsidy for them to spend at their will at the expense of the hardcore poor of kelantan, trengganu, perlis, kedah, perak, johor combined?

(Penang, Wednesday): The NCER is one of the regions identified under the Ninth Malaysia Plan (2006-2010) for the promotion of balanced and equitable national economic development. The NCER claims to revolve around three main thrusts of agriculture, manufacturing and services. However, what we have seen so far is the emphasis of agriculture at the expense of manufacturing and services, which are the mainstays of Penang抯 economy.

The NCER marginalizes Penang, as the Federal government has neither stated how much development funds will be spent on Penang nor the target of investment to be attracted to Penang. One fund manager, Aseambankers Equity Research on 5 July 2007, said that the NCER is estimated that at least RM50 billion will be invested in the region over the next 10 to 15 years, with almost half going into infrastructure such as the Second Penang Bridge, Penang Monorail, Ipoh-Padang Besar double-tracking project, highways and inland roads, as well as integrated water management that includes irrigation and flood mitigation.  

Compared with Johor抯 Iskandar Developlment Region(IDR) which targets RM 50 billion over the first five years and RM 383 billion target over 20 years, the NCER and Penang has clearly lost out in the race for foreign investment. In contrast to Johor alone getting RM 50 billion over 5 years, the RM 50 billion is to be divided over four states of Kedah, Perlis, Perak and Penang and over a period not of 6 years but over 10 to 15 years.  

When the Prime Minister Datuk Seri Abdullah Ahmad Badawi launches the NCER on 30 July, can he reveal how much the government is going to spend in NCER, particularly for Penang? For instance, the RM 2.7 billion 23.5 km second Penang Bridge is fully funded by a RM 2.7 billion loan from China Export and Import Bank.

Furthermore the NCER is driven by agriculture unlike the IDR which is driven by foreign investment. Whilst the implementation of IDR is under the personal supervision of the Prime Minister, the NCER is handled by a GLC, Sime Darby.  

How much Penang loses out can be seen by the Johor a total of RM 2,489 million comprising domestic investment of RM 879 million and foreign investment of RM 1,610 million in the manufacturing sector for the first three months of 2007. Penang pales in comparison with only RM 178 million comprising RM 81 million in domestic investment and RM 97 million in foreign investment. The difference in investor interest and importance between IDR and NCER or between Johor and Penang can be seen by the difference of investment between RM 2,489 million and RM 178 million! (see table below)

Sime Darby is too busy involved in creating the largest listed palm oil firm in the world. The RM 30 billion merger between GLCs, Sime Darby, Golden Hope Plantations and Kumpulan Guthrie into Synergy Drive Bhd will see it being listed in November as the second-largest company on Bursa Malaysia with a market capitalisation of about RM48.5 billion. Besides the main three companies, the five other related companies involved in the merger are Guthrie Ropel Bhd, Highlands & Lowlands Bhd, Mentakab Rubber Company (Malaya) Bhd, Sime Engineering Services Bhd and Sime UEP Properties Bhd.

Upon completion of the merger, Synergy Drive is expected to have a combined workforce of about 107,000 people. Will Sime Darby be focused on the NCER when they are busy combining the three large firms and 5 smaller firms into one productive entity?

Property firms to get NCER benefits

KUALA LUMPUR: Property and construction companies are said to be the prime beneficiaries of the estimated RM50 billion that is expected to be invested in the Northern Corridor Economic Region (NCER).

Property companies including Hunza Properties Bhd, SP Setia Bhd and Mah Sing Group Bhd are expected to benefit from the appreciation in asset prices while the construction boys such as Malaysian Resources Corp Bhd and UEM Builders are front runners for the infrastructure jobs.

UEM Builders has already secured the RM3.3 billion Second Penang bridge project which it is undertaking together with a Chinese company. IJM Corporation Bhd is also said to be a beneficiary from the bridge project.

As for MRCB, it is slated for the Butterworth Terminal project that is to be styled after KL Sentral. A consortium led by MRCB, that also includes the Penang Port Commission and Scomi Engineering Bhd are bidding for the RM1.3 billion Penang Monorail project.

On property companies, analysts said the NCER would be a catalyst for these companies as improved infrastructure and higher income levels would result in greater demand for properties in th eregion.

CIMB Research said the estimated RM50 billion NCER was realistic and positive for the development of the region but any significant impact was likely to be felt only in the longer term.

揘onetheless, it is positive news for property companies with exposure to projects up north,

Sebelum 2nd Penang bridge di lancarkan...Patrick Badawi ni awal2 lagi dah sapu habis tanah kat area batu kawan. As usual...jual semula pada govt dengan harga berlipat ganda.
He even proposed to relocate Penang Int Airport from Bayan lepas to Batu Kawan area...:@

The question is...who is Patrick Lim aka Patrick Badawi  & Equine Capital b4 Paklah jadi PM???
